THIS WEEK’S SPEAKER

Carolyne Reilly, Executive Director of the Elder Law and Advocacy (EL&A) was introduced by Nancy Vaughan.

The primary program of EL&A is Senior Citizens’ Legal Services which handles over 5,000 legal cases per year and has provided assistance to seniors (60 years of age and older) for over 20 years.  Attorneys serve seniors at various facilities in San Diego and Imperial Counties.

The mission of the organization is to improve the quality of life for seniors. They believe seniors are a large, growing and vital segment of our community.  Yet some are made needy by the aging process.  Income may diminish, friends and family die, physical mobility decreases, transportation needs increase, mental acuity may decline.  The EL& A seek to protect seniors by providing legal advice and advocacy.

Examples of their case work includes:

Ø      Helping senior tenants resist evictions.  In some instances the proposed eviction may be illegal.  A letter from the EL&A to the landlord explaining the tenant’s position and rights may stop the eviction effort.

Ø      They help in disputes with telephone sales organizations, contractors, sale people.  Their files contain many instances of sales by coercion and by misrepresentations made to vulnerable seniors.

Ø      They help seniors obtain benefits to which they are entitled from Social Security and Medicare.

The organization is staffed with 8 attorneys including Ms. Reilly.  They provide this service for a salary of less than $20/hour.  Funding comes from the San Diego County Aging and Independence Services Agency and Imperial County Agency on Aging.  The State Bar of California provides some funding through the Interest On Lawyer Trust Account.
